Bihar Introduces the First Mobile Electronic Voting in India: How It Operates and Who Can Sign Up

A possible new era for India’s democratic process has begun as Bihar became the first state to permit voters to use a mobile app to cast their ballots. The pilot project, which was implemented in six councils during local elections, uses cutting-edge technology to guarantee security and transparency while attempting to make voting accessible to people who are unable to visit polling places.

“E-voting will occur today, i.e. June 28, 2025, during the municipal polls in six councils, three in Patna, and two in Rohtas and East Champaran,” Bihar State Election Commissioner Deepak Prasad declared on Friday.

Pregnant women, migratory workers, elderly people, people with impairments, and those who have trouble travelling to polling places are the target audience for this innovation. Prasad stated that “50,000 electorates will be able to exercise their right to vote via e-voting without visiting polling booths, and 10,000 electorates have registered for e-voting.”

How the Electronic Voting System Operates

Technology created to ensure the democratic process is safe and impenetrable is essential to the new electronic voting procedure:

  • Votes are recorded and saved in a safe, unchangeable system thanks to blockchain technology.
  • Voter identity verification during login and voting is aided by facial recognition and matching.
  • Accurate vote counting is aided by digital scanning and optical character recognition, or OCR.
  • Vote tracking is aided by audit trails that resemble the Voter Verifiable Paper Audit Trail (VVPAT) in electronic voting machines.
  • Additional physical protection is provided by digital locks on EVM strongrooms, even for conventional ballot operations that are concurrent.

The system limits access in this way to stop fraud:

  • A single cellphone number can only be used by two registered voters to log in.
  • To guarantee legitimacy, each vote is cross-checked against the voter’s identification information.

“There are strong digital security measures in place, and this process will allow migrant workers, migrant voters, senior citizens, pregnant women, divyang voters, and seriously ill electorates to exercise their right to vote,” Prasad emphasised.

How to Sign Up in Bihar for Electronic Voting

The State Election Commission of Bihar has provided a detailed procedure for voters who wish to cast their ballots via a mobile device:

  • Get the e-SECBHR app, which is only compatible with Android smartphones at the moment.
  • Connect the app to the cellphone number you have on file for the election.
  • After verification, you can cast your vote in one of two ways:
  1. The official website of the State Election Commission, or
  2. On election day, the e-SECBHR app itself.
