In a concerning incident within the Uttar Pradesh Vidhan Sabha, an unidentified Member of the Legislative Assembly (MLA) was caught on video spitting after consuming pan masala. Assembly Speaker Satish Mahana confirmed that he had seen the footage but chose not to publicly name the offender to prevent humiliation.
Speaking on the matter, Mahana said, “This morning, I received information that in this hall of our Vidhan Sabha, some Member has spit after consuming pan masala. So, I came here and got it cleaned. I have seen the MLA in the video. But I do not want to humiliate any individual. So, I am not taking their name. I urge all Members that if they see anyone doing this, they should stop them. Keeping this Assembly clean is our responsibility.”
Mahana further stated that if the concerned MLA steps forward and acknowledges their actions, it would be appreciated. Otherwise, he would personally call them to address the issue.
The incident raises concerns over the decorum maintained within the legislative assembly and highlights the need for strict adherence to cleanliness and discipline in such esteemed institutions. Mahana’s appeal for self-regulation among members reflects an attempt to maintain dignity while addressing misconduct.

Fines and Regulations on Spitting in State Assemblies

Madhya Pradesh Assembly: Enforces penalties ranging from ₹500 to ₹1,500 to ensure hygiene and prevent the use of pan masala in government premises.
This incident has sparked discussions about the necessity of stricter enforcement of cleanliness and discipline within the Assembly. It remains to be seen whether the MLA in question will voluntarily accept responsibility or if further actions will be taken by the Speaker.
